The preparation layer. Primers seal a porous substrate so the coating above cures properly; bonding agents stop new material separating from old. Both are routinely value-engineered out of quotations, and both are why the resulting job fails early.

The primer is dictated by the coating above it — the manufacturer’s system specifies which pairs, and substituting across systems voids that compatibility. On very porous substrates two coats are cheaper than one failed membrane.
